An Examination of the Pathway to Third Grade Reading in Oakland from 2010 to 2013.

The Oakland Reads 2020 Baseline Report is an in-depth look at the state of third grade reading proficiency in Oakland, analyzing student
outcomes from kindergarten to fifth grade for literacy skills and for four levers of change that we know contribute to reading at grade level by third grade: school readiness, attendance, summer learning and family engagement. The report covers a period of three school years from
2010–11 to 2012–13. Because the Oakland Unified School District (OUSD) enrolls the majority of students attending school in the City (64%),
and because data for many of the indicators listed is not available from charter or private schools, OR2020 has focused in this report on student outcomes, strategies and programs for OUSD public schools only.
